Up to the age of 23, the monthly pass for all public transport in the Lisbon metropolitan area costs nothing. You don't have to be a student. You do need a Portuguese NIF.
Since 1 December 2024 the free pass is for everyone up to the age of 23, students or not.
It lasts until the end of the month in which you turn 24, or until your card expires.
The Metro lists 3 conditions: a Portuguese NIF, being under 24, and having only 1 navegante card. On Medicine and Architecture courses the limit is under 25.

Download the navegante app
Hold your card against the back of your phone so the app can read it
Choose Prolongar Gratuitidade Jovem and wait while your access is checked
If you are asked to update your details, choose Atualizar dados de cliente and fill in the form.
Turn on the discount
Read the card again to load the pass: navegante Metropolitano Gratuito até 23 anos
You load it once. After that there is no monthly loading.
Rather do it in person? Go to an Espaço navegante, or to a shop or customer space of any transport operator, with an identity document that shows your age.
The pass is free, but you must still validate your card every time you travel.
It covers all public transport in all 18 municipalities of the Lisbon metropolitan area: bus, metro, train and boat.
